He had the turbo rebuilt. He then had the rebuilders replace the stock vacuum controlled wastegate with a pressure (boost) controlled one. This way, the computer has no way to alter the performance of the engine when it does not like people messing with it's emission systems. At worst, he will have a check engine light.
