W123 left rear lower qp rust issue

The p/o of my benz destroyed the grommet for the antenna so water got in and rusted the lower rear (behind the wheel) quarter panel..

here are the pics

give me some ideas on how to repair this before any respray work is done.. this is the only rust on my car...
