is this the block heater?

I was replaceing my starter this weekend and I noticed a plug in the side of the block right above the starter location. It is about 1.5 inches wide and has what appears to be 2 terminals. There are no wires or anything attached to it though.

I'm guessing it's the block heater, yes? no?
