Turbo Oil Drain Grommet

Can someone tell me the final assembly position of the drain tube bottom o-ring in relation to the grommet?

Is the bottom o-ring settled above the grommet, in the middle of the grommet or underneath the grommet? It appears to rest above the grommet (lame design).
