rpm variation

3000rpm in my 90 350 sdl has a range of 70 to 75 mph. If I am doing 70 and the tach is reading 3K, I let off the throttle and the rpms drop to 2800rpm...at which point I step back on the throttle (I know no throttle) and cruise at 70 but at 2800 rpms.

What is going on? This is on flat ground.
