I have an '85 300D Turbo with 617-952 engine and is vibrating hard at idle especially when its cold or even when its hot when the AC is on. I would like to make adjustments or just replace the Rack Damper Pin/Bolt. Can somebody tell me the exact location of this part under the hood? Where is it at? Driver side? Passenger side? and where can I find it?

It's on the back of the injection pump, facing the oil filter housing (Driver's side).

Check condition of engine mounts and glow plugs first -- vibration cold is more likely bad valve adjustment, bad engine mounts, or a weak glow plug than the rack dampner -- rough idle HOT is the rack dampner. It will always be worse just after a highway run, usually not a problem cold to begin with, although it will eventually get bad at all engine temps.
