Transmission shift points

At what speed does the tranny change gear under normal acceleration? A friend brought by his 83 300D today and we went to go pick up some stuff. I noticed that his car shifts kinda rough on the 2-3 and seems like you gotta give it the gas to really change into 2nd....We checked his fluid when we got back to my place and it was a little low, but nothing abnormal, maybe a pint if that... Also seems like his doesn't have the get up and go mine has....Never did feel it go to 4th, but could have been so soft I didn't feel it....Only going a short distance fastest we got was 40 mph....
