Under the Dash Hose (With Picture)

I pulled the glovebox out on my '83 300D to swap temperature controllers and noticed that the hose in the pic seems to be missing a center section. Maybe it's supposed to be open on both ends, but I'm not sure. Take a look at the picture and see if something is out of the ordinary. Thanks!!
