upper radiator hose nipple fix?

So the upper radiator hose nipple looks like it's all melted, and it's beginning to leak a bit. After driving for a while I can hear it hiss when i pop the hood. Upon closer inspection, it looks like it isn't melting, but was repaired with some sort of epoxy. So I guess it did melt or came off somehow at some point.
My question is, is there a way to repair this rather than having to put a new radiator in? I suppose I could try to re-epoxy, but that doesn't seem to work too well. Any tips or tricks?

Replace the radiator. The risk/reward ratio for any other solution is not at all favorable.
