Bright Lights In My Rear View Mirror

Hey If I Design A 2nd Set Of Headlights "highlights" That Would Rise About 3 Feet On Demand And Turned Them On A Jacket Up Truck As They Passed Me On The Country Road Would That Be Illegal Or Just Simply Vengeful. Would Anyone Want Some. Ray M
