Help! 81 300TD Electrical Problem (and tranny, too)

I bought a pretty silver 81' 300TD wagon for my wife's birthday...say's it's her dream car (yeah, she's a keeper!). I got it for $2200 so I expected problems. When I bought it I felt tranny issues and noticed a meltdown in the fuse box. However, I have no idea how to fix these problems so I hope to find help here. My wife's birthday is today. I have given her the car but not allowed her to drive it until it is in safer shape. I hope to get it going better this weekend.

I have fuel filters, oil filters, diesel purge, and transmission fluid/filter kits arriving today so I will handle the basics and see what happens.

But now for the noticable issues:
After the car warms up there is a clunking noise under the car (under the shifter or a little further aft) that sounds a bit like a can dragging. Shifts very poorly with some bad flaring.

I have drained the tranny fluid and am awaiting the new filter and gasket.

As for the electrical, I am attaching a photo of the "meltdown" which has kept the milage pegged at 106k for the past 10 years. Any ideas how to fix this one? Also, what else does this fuse affect besides the odometer?

I'll stop there and see if more info is needed before I ask more questions. I have been reading for weeks trying to figure all this out but figured I would just finally ask for help. I hope I am not asking the same tired old questions.
