Oil, Oil Everywhere

Kind of... RE: my friend's 1984 300D. I'm helping him out by trying to solve this one. His car does not shut off with the key, only the emergency shut-off lever; his door locks occasionally work; there is motor oil in the lines behind the button box; there is no heat at all (not even ram heat @ 70 m.p.h.). Obviously it's a vacuum issue, the oil has slipped past something and has contaminated the vacuum lines causing many/all of these problems. My question is, what failed? Is it that small in-line brass check valve above the vacuum pump? A valve somewhere else?
