My 1967 200D is slow, I know that it is always going to be slow

but I think it is not getting enough fuel. On maximum acceleration, I don't see any black smoke come from the tail pipe, shouldn't there be some? Also, it is kind of ruff when it first starts and I have to feather the throttle for 30 seconds until it wants to idle and it smokes (diesel smell) for 3-5 minutes. (yes the cold idle set screw is working but does not help on startup). When it warms up it runs kind of ruff but dos not smoke. I haven't got a manual yet so I have no idea on what adjustments can be made. Can anyone give me tips, besides adjusting the valves, on what adjustments I should check, and how to do them i.e. injector pump timing by using drip method, what is the IP timing spec for my 1967 200D?, diesel tune up? I have little experience with diesel engine performance. but understand the basic principals.
