300 Turbo Diesel redline

On the street, my 300D Turbo Diesel redlines at 4,500 RPM. But when I get to kickdown on the freeway, it shifts around 4,800 RPM. Also, it only goes to 4,000 RPM in first, thats the maximun, but anyway what's going on here?
