Faulty over voltage protector relay or other culprit?

Hi!

I have a '92 190D 2.5 turbo and often, when I start the engine, the tach doesn't work, the ans light is on and the electronic idle control doesn't work. Probably other stuff don't work either but this is what I've found so far. Some times they all start working again but it happens very randomly. Sometimes it's 1min after I started the car, some times it's 5, 10 or never. Other times when I start the engine everything works just fine. Everything it's very random.

What can be the fault?
