temp sensor issue

Ok, I have a question.
there is a temp sensor down by my feet in the heater duct. I think that is what it is. It is a wire coiled up and mounted to the box, and some sealant. Guessing it goes inside the duct.

the wires are not plugged in, they are jumped with a wire.
What issues will this cause with the heater? how do I test that sensor.
