Blower has no power '83 300SD

I have searched and searched through the history, but I cannot find anything about the problem I am having.

First off I have a '83 300sd.

Here's my problem:
The blower will not turn on. There is power to the climate control unit. I have previously resoldered the joints in the corners due to cracking. There is power going to the fan relay box. I can see the relays opening and closing when I change the fan speeds with the buttons on the CCU. But there is no power going to the blower itself. I have checked the fuses and they are all good and power is present on either side of the fuse.
I have jumped the blower straight to the battery to make sure it worked and sure enough it turned right on.

Does anyone know why there would not be power between the blower relay and the blower itself? Any help is appreciated.
