surging 617.952...

The motor will not keep an even speed above 1000 rpm, have needed to adjust with gas (diesel) pedal to avoid hitting the max rpm.. Have not driven on the road, still in the project stages so I don't know if road speed varies.

I did buy the factory service manual and adjust all throttle linkages to spec.. No vacuum is getting to the pump, most lines were cut by previous owner (?!?!). Anyway, guesses anyone?

I think that is just how the governor works. It should drive fine.

The engine RPM is not governed between 1000rpm and the redline.
