To test if the problem is the tumbler or steering lock you can remove the tumbler and try to operate it in your hand. If it works properly then the issue is in the lock mechanism.

I unstuck an ignition a few months back on someone else car. It was only a temporary fix, to avoid a tow. I took the cluster out, sprayed wd40 in the keyhole and banged the ignition assembly on the back with a hammer while turning the key and it came free.
