Mechanical Modulator?

This is a 722.118 transmission from a 1980 300D
I removed it about four months ago
I could have sworn that it had a VCV and was a vacuum modulated transmission.
But, it sure looks like a mechanical modulator to me.

Anyone 100% sure one way or the other?
