Looks to me like it's a contest – you have a chance to win a "free admission" card, doesn't mean everyone wins a card. The usual admission ($2 here in Wine Country) pays for the insurance in case a customer gets hurt.

around here the yards are free. You just have to check in to let them know where you will be... The yard boss will let you know where the cars you want are and if they are using equipment near there.
