Not Paradise, No Dashboard Lights

Recently, the dashboard and upper center console lights (that come on when you turn the headlights on) have stopped working.

I replaced All of the fuses.
I don't believe the lights are burnt out because the upper center console lights aren't working.
All of the gauges still work.

Any suggestions as to what/where to check??
