OM 615 find/question

Hey guys, my valve cover gasket tore and was spewing out oil so I ordered a new VC gasket from MB and am waiting for it to come. I took the valve cover off to prep for the job and was looking over the engine. Now there has always been a thing with my engine and I'm hoping I found the problem.

Sometimes the engine will be super quiet and run exactly how I imagine it was built to, but there are other times where it sounds very loud and clanky like I threw a few pennies in. It's completely random when this happens and it's annoying. Well when I took the valve cover off I noticed right away that the thin little medal clamp thing was unclamped by the first valve closest to the timing chain wheel. What is this little clamp for, and what's it called? Could this be the reason why it sounds horrible at times and other times sounds fine?

I posted a pic (not of my engine) but of the little clamp thing so you know what I'm talking about. If you travel straight south of his finger right below what looks like a bolt is the clamp. Thanks everyone!

Im not exactly sure what it is for, but when I did a valve adjustment on a friends car it was also hanging loose. So we snapped it back up in place.

Do a valve adjustment while your in there if you haven't done one within the past year or so.

Really? I'm guessing his engine didn't have this problem huh? I was hoping this might have been the culprit. I wonder what it's for We got a vlave adjustment around 4 months ago, so she should be okay for now, which is cool because it gives me time to order those special bent wrenches.

Im guessing his wasn't making that sound.

It has something to do with holding down the rocker arms.
