Throttle linkage adjstment question

I was tinkering this morning and noticed that when my pedal is fully depressed there is about 1/4 - 5/16 in. between the stop on the side of the IP and the head of the stop bolt (forgive me I don't know what it's called) Silly question, but shouldn't they be touching when at full throttle? Do I need to adjust the entire linkage? And lastly, do I start at the IP end or the firewall end?
