What is the ARV's function?

I've read a lot of posts and threads and have seen the ARV mentioned quite a bit. So far I've gathered that 1. A lot of people remove or disable it and 2. it is the Air Recirculation Valve.
I haven't been able to figure out if it pertains only to turbos or not or to where it recirculates air and from what source. I'm not sure what benefits there are to removing it. Can anyone give me a rundown?
Do the '82 240D's have them?
