Transmission Issues

I have a 1984 300D (federal)

Ok, so I'm having a couple of (most likely related) transmission issues. The first that is my shift from 1st to 2nd is REALLY rough. The harshness seems to be reduced if I accelerate faster however. Subsequent shifts after 1-2 are smooth.

The second issue is that I'm pretty sure I'm only in 3rd gear when on the freeway. At 60 mph I'm at 3500 rpm, which feels too high for cruising.

I'm guessing both of these have to do with the vacuum pressure the tranny is receiving.
