Audible Squeal in cabin

this bugs the heck out of me.. from time to time I'll turn on the key to glow the plugs and there's a Squeal coming from around the dash area, AC systems are off, Heat is off... none of the air handling systems are turned on, it goes away pretty quick but it has me wondering what it could be. any Ideas?
