transmission shifting issue 1985 300SD

I have a 1985 300SD that has recently developed a peculiar transmission shifting issue. The car shifts very nice through all the gears, but if I am to come close to stopping to below 15 MPH, such as a California stop or making a turn. If I put my foot on the throttle and drive normal as I was previously, the transmission will hold itself in 2nd gear and won't shift to third until about 3300 RPMs. Additionally, the car will often times clunk just before getting to a stop. Not a big clunk or a jarring clunk but audible from the cabin. I am convinced that it is a vacuum issue but I appreciate your feedback. What should I look at?
