Vacuum plays no role in whether your transmission will move the car in low. It plays no role in moving the car. It controls the harshness/softness of shifts on most models and controls the shift points on a few models. Does the car move in reverse? If so, do a search on b2 piston and you will find the most likely source of the problem.
