Seriously, I've been asking myself the same thing since both of them are good solvent/degreaser except brake clener always comes is a slightly bigger can and cheaper than carb cleaners.

Somebody correct me if I'm wrong, but both of them contains acetone, methanol and toluene but the carb cleaner also contains benzene and xylene which stays like a very thin film on the surface unlike the brake cleaner that completely dries with no residue and brake parts cleaner is safe for adhesives/epoxy on brake pads/shoe and carb cleaner is not.

Regarding the flammability, a couple of things come to mind. We are not instruction/label readers and/or not good at playing with fire. I'm not a good instruction reader but excellent at playing with fire.

You will see a flame in the attached picture. The flame was lit on the wood with a match and a small pool of cleaner. You will see that I am spraying the flame with the cleaner and the flame plays with me.

The second picture further demonstrates my point about brake cleaner.
