Got a good one for you - lights

So my triumphant debut of my 300SD project (worked on it for over a year) was rudely interrupted by a headlight issue that has stumped me. The right side headlight always seemed a bit dimmer, so today I replaced it with a good working bulb. Tonight I come to find my battery low (no biggie, I was expecting it) but eventually got it started after a quick charge. Even after being replaced, the headlight was extremely dim/yellow. Mind you, the left side was fine and bright as could be. Now here is where it gets a little strange: I replaced the fuse for the right low beam/fog circuit and it burns nice and bright. "Awesome! Problem solved!" I think as I go to tackle problem #2 behind the car (see below). I walk back around the front about 2 minutes later and notice the right headlight very dim . Revving the engine does not do much to brighten it - and when I turn on the fogs the right headlight goes out, and the fog dimly lights. Left side fogs and lights are fine. I put a multimeter across the battery and it reads about 13.5 which is fine with a charging battery. According to the fuse diagram there is nothing else on that circuit (I do not have my electrics FSM with me at the moment). Any ideas? My only thought is that it might have something to do with the battery and my alternator is not charging well, but 13.5 should be okay.

Problem 2 - license plate lights are out. I replaced both with good bulbs with no luck. Replaced the fuse, everything else on the circuit is fine. Any tricks or anything or just a bad wire somewhere? I can always rig up a jumper wire to the taillights if necessary so no big deal, just throwing it out there while I have the stand
