1985 300D Center Dash Vents

Hi All,
I pretty much figure my A/C is kaput on this car but I am wondering, with the temp dialed all the way down, should the center vents open and at least blow room temp air or does the A/C have to function for these to open. Heat is OK through the side vents.

With temp dial at min and the unit on EC (no AC Compressor) the diverter valve should open and the center vent should release unprocessed (not heated or cooled) outside air.

What's the EC setting onthis? None of my buttons are labled. I'll see if I can find it in the user manual. Probably looking at a dash tear-down to replace/fix vacuum things.
