You have a bad abs sensor, or a bad abs tone ring. The abs computer is fairly dumb, every time you cycle the key it resets and forgets about the bad input.

You may also want to make sure the sensor and the multi-tooth crown (tone ring?) on the inner side of the rotor is clean.

I had some road debris break the sensor wire, and the brakes acted very odd. Fixed that and still had similar symptoms as you. So I pulled each the sensors and cleaned them up, and the "tone ring" on the inner side of the rotors (which were caked with crud) and all was well.

There are also a couple of "ice cube" relays under the plastic ABS unit cover that may need attention.

Are all of your tires the same size and properly inflated?

Does the problem come back immediately if you reset the ABS by disconnecting the battery for a few minutes?

Possible broken sensor wire

The wire coming from the a sensor may be damaged.

I had to slice / solder in a new section on my left front. I may have damaged it tying it out of the way when replacing front end parts. They can get kind of brittle over the years.
