190D 2.5 Vacuum line

I just bought a 1988 190D 2.5 for my girlfriend as a winter car, and it has some climate control problems, which I was told are related to a vacuum problem.

Poking around under the hood I found this line, and it seems to go into the firewall, and into the dash. However I can't figure out what was supposed to connect to the other end.

Also, there is like a reducer in the airbox inlet, it pulls out easily and has an MB p/n on it. Does removing it help or hurt the car? It seems like free additional airflow, it reduces the intake by like 30% with it in.

The black line is a vacuum system vent. It doesn't connect to anything under the dash.

Weakkkkk, I thought I'd found the root of all my problems. The search continues.

I have not. Probably could stand to get upgraded to all copper/brass, that helped my SDL and SL for very little investment.
