Oily Residue on Intake Manifold?

1995 E300D OM606

Looked under my hood recently and found an oily residue on the intake manifold. It doesn't smell like diesel or oil and when I swipe my finger across it my finger has a graphite colored paste on it. I looks like the plastic piece (rail?) that runs across the top of the manifold is has a piece broken off. Any ideas?
