Grommet from Turbo drain to pan

Can the grommet from the turbo drain to the pan be changed without removing the lower portion of the pan, or changing the oil?
I have a good oil leak when going up steep hills, and this area is always wet, and clean. So I wanted to change the grommet and the o-ring where the two pieces of the drain meet.
