NSS Electrical Question

I can't seem to get my reverse lights to work. I know that it usually means a bad NSS, but I've replaced it with a brand new one..adjusted the shift rod and replaced the bushings. All my other lights work.

I used my MM on the reverse light socket and it only read 0.6V while all the rest read 12.5V. So it appears to be "working" but the volts are not enough to power the bulb.

I'm still a novice at electricity....any idea why this is happening? I'd appreciate any help...I really want to get my lights to work...it's a safety thing.
