e300d 1995 turn signal help needed

Buddys daughters 1995 e300d when turn signal (left or right) is attemped all four turn signals flash-as if emergency flasher is activated.
-Correct turn signal arrow indicator on the dash
-Flashers work
-same issue even if left or right turn signal is attempted
-fuse is OK

is there a relay or something I should be looking at?
