Help, need identification on this washer
I noticed this washer was very loose the other day. I don't really know what it's for, but I'm sure many of you will know right away. I planned on tightening it either way, but I figured I'd ask so I know for the future.

Fairly recently. I tried tightening it and it wouldn't catch the thread on the bolt for some reason. Broken bolt?
