W115 Transmission Harness. What purpose does it serve, exactly?

While running RCA cables to my amp, I found a ratty looking connector with wires sticking out of the transmission hump. The faded decal reads 115 5404009 which matches the part number for a W115 transmssion harness.

The wiring could use some TLC, but I'd rather not tackle it without more research.

Is it the shifter interlock? Wire running to the kickdown switch?

It would be great if this explains why my kickdown isn't working.
