Can someone PM the test procedure for vacuum and electrical to troubleshoot this code?

I think the wastegate solenoid is sticking because the problem happened during very cold weather. It only happened twice in the last month, car runs fine once the engine is warm after engine reset.

I am not concerned about the problem but I would like to perform the test procedure to learn how the system works.
