I _think_ that this is not correct. The reason that the dealer can get keys based on VIN is because MB (not the specific dealer) keeps track of the KEY CODE(s) for the car when the car was built. So MB knows the KEY CODE for your car, but not after you change a lock. So once you have the key code, you can order a key on-line from a retailer such as Key Men - Keys for Classics (disclaimer - I have no affiliation with key-men.com, I just order keys from them fairly often)
If you buy a new lock cylinder from MB with keys, I would assume that the lock cylinder would include the key code in addition to the keys. I do not know this for a fact, but it would make no sense for the key code to not be included with it.
