Need help removing the wheel

So I've got a flat tire, and I can't get it off to put the spare tire on. I removed the lug nuts and the clip on cap to the wheel, but if I pull the tire doesn't come off it just moves the entire car. Is there a trick? Am I missing something? or should I just keep applying force (which never seems to work out right)
