New caliper won't bleed ...

I just replaced calipers, hoses, and rotors on the rear axle of my coupe. The master cylinder was done last year and the front brakes are in good shape. I'm using a power bleeder.

Now, my passenger side rear caliper won't bleed at all. Passenger side drivers bleeds fine. I loosened the flange on the new rubber brake hose to the caliper to see if fluid would come out and it did. The pedal is intermittently stiff and really soft when the vehicle is running which indicates that there is air in the system. I've tried several times to get the caliper to bleed, but no go. Is there any reason a new, factory-rebuilt caliper would act like this? It seems like it's blockage inside the caliper to me. Anyone have any ideas?
