W123 wiper woes

1978 300d, wipers only work on full tilt. Disassembled the relay and cleaned with emery cloth and contact cleaner, no joy. (It worked with the glow plug relay)
I can feel the relay click with each speed selected, but still only high works. Do I just need to replace the relay? Thanks!
