Get this car to stop....

I don't drive my 1985 300 turbo like a sports car.... perhaps because it's not. It's at the other end of the performance spectrum but here's the problem. A few time when I have had to stop more quickly than usual, I was approaching a panic stop I guess and the tires locked up. This has happened more than once. All four, I think but I can't exactly see the rear tires. I did see a lot of smoke though. The tires are Michelin high mileage (80K) or so, the same ones I have on my 240 Volvo. No problem with the Volvo it stops great. I replaced the pads not to long ago with PBR brake pads, I'm not sure but I think they are semi-metallic bu the problem existed before then. Rotors looked OK and were not turned. Any possibility it could be a brake booster issue somehow. I'm at a loss and would appreciate any thoughts.
