A/C Blower acting weird

I've heard about the dreaded blower regulator problem on W210 models, and searched the archives, but haven't found an issue exactly like this, so I'm posting -

My blower tends to blow on a sort of medium speed no matter where I set the fan speed manually. The little display "ramp" responds to my input, but even on the lowest setting, it often will blow kind of hard. But if the car is on for a while, it sometimes will eventually go to a low speed. But shouldn't it go to the low speed if I press the fan "-" button any time?

The blower always blows some speed, so at least I've got heat/AC and I've ignored this for a while. Is this a symptom of the regulator getting flaky, or something else?
