Can't get my engine to idle down ? 1984 300td wagon

Aloha all

I have an 1984 300td wagon and when I start the car the engine races and I can't for the life of me get it to idle down. I have tried to adjust it at the screw behind the fuel pump like the manual says but can't seem to get it to make a difference. What am I missing?
