vacuum readings: why intermittant?

I have the two output vacuum on my w201; there is no "t" in the brake booster hose. Brakes are not the issue. I dont have good shutoff, or heat regulation at the CCU.

With the engine running I only get 5-7# off the smaller rubber hose coming from the vacuum pump. This is before any users-- (there is a six way connector later) just off the pump. This doesnt sound right to me, is it?
