1976 240D injection pump overflow tube

I have recently acquired a 1976 240D the 115 chassis style, and I opened the filler cap on the injection pump and discovered it was low on oil. I added about a pint, and later discovered about a half pint of oil on the garage floor.

Upon inspection I discovered the pump had a pipe fitting below the level of the filler cap with a short section of pipe turned down and the oil was dripping out of it.
Is this an original drain or is this some modified addition?
I thought the pump was supposed to be filled with oil up to the bottom of the filler cap bore.
Does anyone know?
